It is not traslate app, but it is transiterate app, to switch keyboard layout like "punto switcher". Some people like to use passwords typed in non standart keyboard layout. For example user types "gfhjkm", which actually in normal layout results "пароль" This hint used by all people who have both languages printed on keyboard.
